Rafael Sierra spoke with Marla Johns, Program Manager at Compass Health for the IMPACT Program and Detective Anne Weed, Skagit County, WA Sheriff's Office Detective about a program that brings a mental health professional to every call of service where that kind of help is needed. 97 percent of the community members accept help, and they've nearly eliminated arrests completely.
